| 摘 要： | 本文我们主要考虑资源利用与成本问题。一项政策或项目方案在资源利用方面的结果与其他方面的影响（如获益和危害）有所不同。但考虑不同方案的资源利用结果与考虑其他方面的影响类似，因为决策者及其下属需要确定对资源利用的重要影响，获得和评价有关这些影响可得的最佳证据，并确保价有所值。当评估某项方案的资源利用及成本结果时，我们建议考虑以下4 个问题：① 对资源利用最重要的影响有哪些？② 现有哪些证据对资源利用有重要影响？③ 资源利用影响的证据可信度有多高？④ 是否对资源利用的影响采用了其真实成本进行恰当赋值？ |
