| 摘 要： | 文章调查研究了黑龙江省两个市县新型农村合作医疗和城镇居民医疗保险统一管理的两种经办模式,从运行方案、主管方式和运行效果等方面进行比较,分析基金筹集、基金使用、门诊及住院补偿、资金流向和住院率等方面的差异,分析了由卫生部门主管的一些明显优势,并提出城乡居民医疗保险统筹过程中三方受益的基本原则。
