| 摘 要： | 目的：探讨我国基本药物制度立法的必要性与可行性,提出立法模式及立法框架。方法：对基本药物制度实施体系存在的问题进行归纳,对基本药物制度的立法基础和立法参考进行分析。结果与结论：国家有关部门应加强对我国基本药物制度的立法工作,并制定具体的配套措施,从根本上提高基本药物制度的强制力和可操作性,满足社会公众的基本用药需求。
