我国中西部农村公共卫生人力资源现状和影响因素

目的：了解我国中西部农村公共卫生人力资源现状，分析现有人力资源配置存在的主要问题和及其影响因素，探讨中西部农村公共卫生人力资源开发策略和建议。方法：文献研究法、现场调查法和专家访谈法。结果：中西部农村公共卫生人员配置总体上数量不足，学历、职称偏低，人员的业务知识和服务能力有待进一步提高；政府对公共卫生投入不足、农村继续教育滞后和农村缺乏竞争力的就业环境是影响农村公共卫生人力资源建设的主要因素。结论：加强法制建设，确保政府对公共卫生投入的主体责任，加大公共卫生投入，深化人事制度改革，大力发展农村继续教育事业。

An Analysis of Status and Influencing Factors of Human Resources in Public Health in China's Central and Western Rural Areas

Objective：To understand the status of human resources of public health in central and western rural of China,to analysis the main problems and its influencing factors of human resources,and to explore the development strategy and recommendations of central and western rural public health human resources.Methods：Literature research, field survey and expert interviews.Results：The number of the human resources of public health in central and western rural of China is insufficient, the educational background and the titles is lower.the knowledge and the service capabilities should be improved.The main influencing factors of rural public health human resources building was the Government＇s inadequate investment in public health,the continued education was lag behind in the rural areas,and the uncompetitivc environment. Conclusions：To strengthen the rule of law to ensure that the Government＇s main responsibility of public health inputs,lnureasing the public health investment,reforming of the personnel system and developing the continued education of rural areas vigorously.
