| 摘 要： | 从管理体制、管理手段、对医院和一般参保人员的影响、经办机构的管理等角度分析了城乡基本医疗保险制度整合之后的管理权属问题,认为在当前体制下,无论归属哪个部门管理,结果都不会有大的差别;建议政府在决策时,一要考虑部门的职能划分,二要长远地考虑改革成本,不要轻易地改来改去。

| Abstract: | Analysis management ownership problem after integration of urban and rural basic medical insurance system by the views of management system, management tools, impact of hospitals and general insured people, and medical insurance agencies. In the current system, the results will not be a big difference among different management departments. And recommend that the government decisions should consider the function division of departments, and the long-term cost of reform, do not easily change |
