“健康城市”建设街道工作评估的探索

评估目的是掌握各街道的健康城市建设工作情况,发现问题以改进工作,并积累评估经验以提高评估科学性。方法评估对象是上海市长宁区10个街道镇,评估内容包括过程评价与结果评价。采用"工作考核"、"协作度评价"和"满意度评价"一级指标;资料来源有资料评阅、机构调查和居民问卷调查。结果工作考核10个街道中有9个的得分率接近80.00%或以上,街道与部门工作的协作度评价平均得分率92.50%,居民评价总体稍逊于过程评价且存在街道间不平衡。结论各街道在健康城市建设3年行动中努力开展工作,积极配合上级部门,工作取得一定成效,未来要进一步巩固工作效果。

On the Evaluation to the Performance of the Local Governments in Healthy City Program
