| 摘 要： | 残疾人问题是关系社会和谐的热点问题，我国的残疾人社区康复自1986年起步，经历了4个阶段。本文在回顾我国残疾人社区康复管理发展过程的基础上，总结国内残疾人社区康复管理在政府、民政、残联、卫生、教育、民间各个层面的做法和特点，以此推进残疾人社区康复管理的发展。

| Abstract: | The disabled is a hot problem of the relationship between social harmonies. The disabled community based rehabilitation in China has gone through four stages since 1986. Thins paper retrosptcted the development process of china＇s disabled community based rehabilitation management. The disabled community based rehabilitation management has their own practices in the Government, Civil affairs, CDPF, Health, Education, folk all levels. Each department has its own characteristics to jointly promote the development of community based rehabilitation management. |
