2008-2013年广西第二轮艾滋病综合防治示范区工作成效

目的]分析广西第二轮(2008-2013年)艾滋病综合防治示范区(简称示范区)艾滋病综合防治主要工作指标完成情况,评价示范区艾滋病防治效果。方法]收集、整理、分析广西示范区艾滋病综合防治信息系统数据,结合艾滋病监测检测、各类人群的艾滋病血清学哨点监测、流行病学专题调查以及自治区防治艾滋病攻坚工程年度督导资料,计算和分析2008-2013年广西示范区的主要工作指标完成情况,并进行比较。结果]2013年中央转移支付和自治区本级经费投入较2009年提高了407%;2013年专职的防治工作人员数较2009年增长134%;艾滋病检测实验室、VCT门诊、美沙酮门诊、针具交换点及抗病毒治疗等网络不断扩大完善;宣传教育覆盖面不断扩大;监测检测能力不断加强;高危人群干预初见成效;抗病毒治疗进展显著;以县为单位规范化(合格)性病门诊覆盖率达100%。结论]2008-2013年示范区落实艾滋病综合防治工作取得了明显成效。

Effectiveness of the second round AIDS comprehensive control demonstration area in Guangxi from 2008 to 2013

Objective To analyze performance of main working indicators of MDS prevention and evaluateAIDS prevention effect in the second round AIDS comprehensive prevention and treatment demonstration areaof Guangxi from 2008 to 2013. （demonstration area for short）. Methods Collected, sorted and analyzed thedata in AIDS comprehensive prevention and treatment information system in demonstration area of Guangxi,and combined with data of HIV monitoring and testing, sentinel surveillance of AIDS serology to various crowd,epidemiological special investigation and AIDS prevention and treatment project annual inspection ofautonomous region. Calculated and analyzed the major indicators from 2008 to 2013 in demonstration area ofGuangxi, and made the comparison. Results The central government transfered payments and the autonomousregion level investment in 2013 had been increased by 407% compare with year 2009. The number of full-timestaff who work on AIDS prevention and control in 2013 had a growth with 134% since year 2009. The networkof AIDS testing laboratories, VCT clinic, methadone clinic, needle exchange points and antiviral therapy hadbeen improved and extended. The coverage of propaganda and education had been expended too. Monitoringability had been increased. Intervention in high-risk groups had significant achievement. Antiviral therapyprogressed significantly. The coverage of standardized STD clinics were 100% by county units. ConclusionsThe implementation of AIDS comprehensive prevention and control has remarkable achievement indemonstration area from 2008 to 2013.
