浅谈公立医院“管办分开”的有效形式

基于公立医院＂管办分开＂的实践,需要明确卫生行政部门、医管中心（局）、公立医院各自职责和功能,厘清各利益主体之间的关系,化解原体制弊病。有效的＂管办分开＂形式,应有利于行政体制改革、提升公立医院规模效益、提高公立医院管理水平。

Study on Effective Form of Separating Management from Enforcement in Public Hospitals

Based on practice of separating management from enforcement in public hospitals,it needs to be clear respective duties and functions of health administrative departments,medical center（bureau）,and public hospitals,and clarify the relationship between these various stakeholders to resolve shortcomings of the original system.Effective form of separating management from enforcement should be conducive to reform administrative,improve economies of scale in public hospitals,and improve the management of public hospitals.
