| 摘 要： | 目的:为促进国家基本药物制度在基层医疗机构的实施提供政策建议。方法:通过对基本药物制度基层试点情况的分析,提出完善国家基本药物制度的建议。结果和结论:在财政补偿不能及时足额到位的情况下,国家基本药物制度应与"零差率"销售分别实施;基本药物目录应与基层基本医疗服务功能相适应,与基本医疗保险制度相衔接;同时还应建立起提高基本药物可获得性与促进医药产业健康发展的联动机制。

| Abstract: | OBJECTIVE：To put forward policy suggestions for the implementation of National Essential Drug System.METHODS：By analyzing the implementation of National Essential Drug System that taken place in the pilot,suggestions on the improvement of National Essential Drug System were put forward.RESULTS CONCLUSION：If financial compensation can not be in place,National Essential Drug System and Zero Profit should be implemented separately.Essential Drug List should be compatible with the service function of primary medical institution and connect with basic medical insurance system.The linkage mechanism of the availability of essential drug and the healthy development of pharmaceutical industry should be established. |
