从《健康申明卡》看客运口岸检疫监管模式

目的]完善《健康申明卡》申报制度,提高客运口岸检疫监管的质量,防止传染病和有毒、有害物质进入我国。方法]对《健康申明卡》的使用现状、局限性以及《健康申明卡》的作用进行分析,探讨完善《健康申明卡》申报制度,建立高效、快速的客运口岸检疫监管新模式。结果]《健康申明卡》申报制度已经成为我国客运口岸检疫监管机制的重要组成部分,《健康申明卡》的作用不能忽视。结论]现有的《健康申明卡》申报制度存在着很大的局限性,必须不断加以完善,并借此为契机,建立持续有效的客运口岸检疫监管模式。

Supervision Model of Port Passengers Quarantine through Analysis on the Health Declaration Card

Objective To improve the working efficiency of the quarantine supervision over pert passengers,and to prevent infectious diseas- es,poisonous and harmful substance from entering our country.Methods The current situation,localization and function of the entry-exit health declaration card were analyzed,and to find out ways of consummating the health declaration system,and establish a new operating model of quarantine supervision over international travelers,which should be more shortcut and efficient than the current one.Results The health decla- ration system has become an important part of the port quarantine supervision system of our nation,whose impact can not he neglected.Conclu- sions The current health declaration system has its own localization.It is necessary for us to make effort to consummate it persistently and take this opportunity to set up a sustainable and efficient supervision model of port quarantine.
