安徽省新农合大病保障政策的经验与挑战

安徽省在大病保障政策设计中，实行按病种付费、定点救治、分级医疗与提高医疗保障水平四方面紧密结合。随着大病保障政策不断完善及大病病种数量逐年增加，参合农民获得了更多补偿，新农合基金效能得以提升，医疗机构也得到了发展。但是，随着政策的推进，还存在分解收费、临床路径执行不到位、基层医疗机构的服务能力亟需提高等问题。最后，提出了进一步完善这项制度的政策建议。

Experiences and challenges: the implementation on medical security policies of catastrophic disease in New Rural Cooperative Medical Scheme of Anhui Province

In the medical security policies of catastrophic disease, Anhui province implements four aspects, such as implementing payment for the diseases categories, providing access to treatment in fixed-point medical institu- tions, establishing hierarchical medical system and improving of the security level of catastrophic disease. With the improvement of medical security policies of catastrophic disease and increasing number of catastrophic disease catego- ries ,farmers participating in New Rural Cooperative Medical Scheme （NRCMS） get more compensation, efficiency of NRCMS funds gets promoted ,and the medical institutions develop quickly. However,along with the continuous devel- opment of policy, there are still some problems need to be solved, for instance, dividing items of charge, executing clinical pathways poorly and slowly improving primary health service capability. In conclusion, recommendations are provided to improve the medical security policies of catastrophic disease.
