基本医疗保险制度背景下城乡居民因病致贫发生影响因素研究

目的探索陕西省城乡居民发生因病致贫的影响因素,为健康扶贫工作提供实证依据。方法基于陕西省国家卫生服务调查数据,计算因病致贫发生率,使用logistic回归进行影响因素分析。结果参加城镇职工医保、城镇居民医保、家庭中有老年人、家庭为低贫户、家庭遭受了灾难性卫生支出等增加了发生因病致贫的风险;处于关中地区、家庭人口数大于1人、家庭有儿童降低了风险。结论政府应继续重视因病致贫问题,在提高基本医疗保障水平、推行多种补助政策的同时,关注低贫户、老年人口、独居人口和慢性病患病人群。

Studying on The Factors to Influence The Occurance of Poverty Caused by Illness among Urban and Rural Residents in Basic Medical Insurance System

Objective To explore the factors to influence the poverty caused by illness among urban and rural residents, and provide empirical evidence for poverty alleviation. Methods Based on the data of National Health Service Survey in Shaanxi Province, the occurance of poverty caused by illness was calculated. And the influencing factors was analyzed with logistic regression. Results Participating in medical insurance for urban workers and medical insurance for urban residents, having elderly family member, poor family, and the family suffering from catastrophic health expenditure can increase the risk of poverty caused by illness. And the factors of living in Guanzhong area, having more than one family numbers, and having child in family can reduce the risk of poverty caused by illness. Conclusion The government should keep to pay attention to the problem of poverty caused by illness, improve the security of basic medical insurance, carry out a variety of subsidy policies, concern the poor households, the elderly population, people living alone and people with chronic diseases.
