艾滋病关怀支持工作可持续发展的理性思考及对策

目的 研究和促进艾滋病关怀支持工作在中国的可持续性发展。方法 艾滋病关怀工作现场跟踪及定性分析。结果 目前世界范围内艾滋病传播的3种途径中国都存在,人群传播的5大浪潮中国都有了相同的历程,疾病发展速度的4个阶段中国也已进入了最后的快速增长期。而中英项目促进的艾滋病关怀工作按照目前的计划运行,在项目结束后由于经费和技术支持难以持续必然面临重重困难。其可持续性发展受到质疑。结论 艾滋病关怀工作的持续发展策略是,从现在就着手建立相应的农村医疗保障制度,并把艾滋病机会性感染治疗纳入疾病报销范围,培训地方化的技术队伍,建立艾滋病专项基金.把艾滋病纳入传染病的常规管理工作。否则,项目结束后这项工作很难有持续发展的条件和可能性。

Theoretical Analysis and Strategies for Sustained Development of HIV/AIDS Care Activities

Objective To study and improve sustainability of HIV/AIDS care activities in China. MethodS;To follow up the field intervention of HIV/AIDS care and to analyze the information qualitatively.Results: In China, there have been three ways of AIDS prevalence and five phases of the disease transmission in high risk groups.The prevalence of AIDS has been in the period of increasing quickly. But if according to the implementation plan of UK-China AIDS care, the sustainability of the care will be faced with many difficulties and challenges after the project is finished. Conclusions: Strategy of the sustainability of AIDS care is to built medical insurance in rural area and to make new policy that medical expenditure for AIDS opportunstic infection should be paid by the insurance, to budget special funding for AIDS care, and to manage and control the disease regularly as common communicable diseases. Otherwise, it will be difficult to sustain AIDS care after the project ends.
