Analysis of Hospitalization in the New Medicare System of PLA

Objective To explore the effect of military health care system reform on military personnel medical care.Methods Study subjects were military personnel who were discharged from a certain hospital 1 year before and 5 years after the military health care reform.Their health care quality,efficacy and medical expense were compared and analyzed by using χ2 test、Kruskal Wallis H test、statistical chart and analysis of delineation.Results ①Quality of medicare： the medicalcare quality had been at a high level during the recent 6 years,and was higher than nomal after the reform,with increasing progressively year by year.②Efficiency of medicare： The hospital stay showed significant difference before and after treatment,and the mean hospital stay decreased year by year（P0.01）;the average preoperative hospital stay was constantly reduced during the 6 years,with 4.81 d before reform to 4.05 d after reform,wich provides patients with timely surgery treatment.③Level of medicare： man-time discharged from hospital showed significant difference before and after the reform（P0.01）.Numbers of officers with the ranks of senior colonels discharged from the hospital increased after reform,but the number of those below the senior colonel ranks and dependents decreased;the cost of hospitalization per day and every time showed a ascending trend;medical expense proportion was increased year by year,and treatment expense proportion was certainly increased at the same time,while physical and laboratory examination expense proportion had not changed much. Conclusion Medical care reform with hierarchy classification has been in place;health care quality has seen steady improvement but the structure of hospitalization expenditure needs to be further improved.
