安阳市新型农村合作医疗监管工作现状及思考

安阳市自新型农村合作医疗(简称新农合)制度试点以来,取得了一些成效和经验。但是,在新农合门诊补偿、住院补偿和定点医疗机构服务监管等方面还存在着缺陷,导致了参合农民住院比率增长过快、医疗费用上涨过快、目录外药品使用比例过高和新农合基金存在透支风险等一系列问题。因此,有必要找出问题的根源所在,并制定相应政策,从而保证新农合制度健康、可持续发展。

But in the new system out-patient compensation, hospitalization compensation, services supervision of designated medical institutions and etc., there are still shortcomings. All these have led to a series of questions, such as the excessive growth of the farmers hospitalization rates, the fast rising of medical costs, the drug use outside the table of contents in a high proportion, the risk of overdrafts of new rural cooperative medical fund. Therefore, it is necessary to identify the root cause of the problem and to formulate the corresponding countermeasure, thus ensuring the new rural cooperative medical system in healthy and sustainable development.
