韩国院外中药房制度对我国智慧中药房建设的启示

目的：介绍韩国院外中药房认证制度,为我国智慧中药房建设推广提供参考。方法：对韩国院外中药房建设与监管情况进行介绍,并分析其认证制度存在的问题,比较我国智慧中药房建设标准,提出对智慧中药房建设的启示。结果：韩国自2008年提出院外中药房的建设并于2017年统一了设施、卫生、经营、人员、资料、配方、原料、全过程质控以及包装管理9个方面的认证标准;但在实践中仍需要解决推行受阻与完善制度、缺乏约束性、药房专业人员缺失等问题。结论：我国智慧中药房各地方建设规范不尽相同,需要在借鉴韩国经验的基础上立足我国实际情况,通过制定配套标准、完善落实推广路径、培训复合型人才、落实量化评价指标、强化全过程监管,推动自身建设发展。

Accreditation System of External Herbal Dispensary in South Korea and the Enlightenment to Construction of Intelligent TCM Pharmacy in China

Objective: To provide reference for the construction and promotion of intelligent TCM pharmacy in China. Methods: The construction and supervision of external herbal dispensary in South Korea were introduced and its practical problems were analyzed; the construction standards of intelligent TCM pharmacy in China were compared for enlightenment. Results: The construction of external herbal dispensary in South Korea was proposed in 2008 and the construction standards of facilities, hygiene, operation, personnel, data, formula, raw materials, whole-process quality control and packaging management were unified in 2017. However, there are still problems to be solved in practice, such as obstacles in the implementation of the system, lack of constraint and pharmacy professionals. Conclusions: The construction of intelligent TCM pharmacy in China is still in the initial stage, and the construction specifications vary from place to place. Therefore, it is necessary to learn from the experience of South Korea and promote intelligent TCM pharmacy development by formulating standards, implementing promotion paths, allocating compound talents, quantifying evaluation indicators and strengthening supervision, so as to promote the development of its construction according to the actual situation in China.
