北京市医院区域信息系统建设和应用现状分析

分析北京市区域信息系统建设和应用现状,为政府部门精准决策提供科学依据。采用分层随机抽样方法,对北京地区二级及以上医院的区域信息化建设和应用情况进行问卷调查,并进行统计分析。研究结果显示,北京市二级及以上医院远程会诊诊断、远程影像、双向转诊系统及医联体平台的建设率分别为38.8%、41.4%、33.6%及28.4%,以上指标三级医院的建设率均大于二级医院。已建立远程会诊诊断、远程影像、双向转诊系统及医联体平台的医疗机构中,开展业务的仅有73.3%、66.7%、53.8%和51.5%,并且年业务量在100例以下的居多;仅有7家医院建立远程病理系统,5家开展业务;已建立以上系统的医院中大多数医院的连接机构数量在30以下。建议加大财政资金或自筹资金对医疗信息化的投入,理顺管理体制,制定有利于区域信息化发展的政策措施,着力培养自己的专业人才队伍。

Construction and Application of Regional Hospital Information System in Beijing

Analyzes the construction and application of regional hospital information system in Beijing, and provides scientific basis for accurate decision-making of government departments. A questionnaire survey was made on hospitals of grade II and above in Beijing by stratified random sampling, and then analysis the data. The results showed that the construction rates of remote consultation and diagnosis, remote imaging, two-way referral system and medical alliance platform in Beijing’s second-class and above hospitals were 38.8%, 41.4%, 33.6% and 28.4% respectively, and the construction rate of above index of tertiary hospitals were higher than that of secondary hospitals. Among the hospitals established remote consultation and diagnosis system, remote imaging system, two-way referral system and medical alliance platform, only 73.3%, 66.7%, 53.8% and 51.5% were used respectively, and most of the hospitals with annual business volume less than 100 cases. Only 7 hospitals have established remote pathology system and 5 hospitals used this system. Most of the hospitals that have established the above systems had less than 30 connecting institutions. Therefore, the investment of financial funds or self-raised funds in the construction of regional hospital information system should be increased, the management system should be straightened out, related policies and measures should be conducted;and their own professional talent teams should be trained.
