摘    要:教师是高校不可缺少的人力资源,规范合理的师资管理制度是高校建设高水平师资队伍的基本保障,也是人才培养与科学研究顺利开展的有力保证。我国高校在师资管理方面存在学术创新缺乏、工资待遇较低、行政化严重、人才引进和流动困难、超编与缺编等严重制约高等教育事业发展的问题。针对这些问题,高校师资管理改革可通过确保学术自由、引入市场机制、提倡教授治校、尝试"非升即走"及实行"远缘杂交"等措施改变现状,对进一步完善我国高校师资管理制度,加快实现教育国际化进程有重要的实践意义。

Abstract:Teacher is essential human resource for universities.The reasonable system of teacher management is the basic guarantee for the construction of high-level teachers.At present,there are problems which restrict the sustainable development of chinese tertiary education,with faculty resource management in our country's universities in terms of the lack of academic innovation,low wages,administration of university management,liquidity squeeze,overstaff and shortage of person.It is very necessary to carry out reformations of university teachers management in ensuring academic freedom,introducing market mechanisms,encouraging faculty governance,trying to ‘non up or out'and implementing the‘distant hybridization',for improving management and driving on international progress of education of China.
