| 摘 要： | 21世纪的竞争归根结底是人才的竞争，而各国、各地区之间人才的竞争实质是人才环境的竞争。要想在人才竞争中赢得优势，必须大力加强人才环境的建设。而人才环境建设的一个核心是人才制度建设，本文认为，在当前应以制度建设为核心来推进人才环境建设，本文着重从制度体系角度对人才环境作了一一论述。
