新冠肺炎疫情下公立医院危机管理能力建设

新冠肺炎疫情是新中国成立以来在我国发生的传播速度最快、感染范围最广、防控难度最大的一次重大突发公共卫生事件,公立医院作为前沿阵地,如何提高危机管理能力,有序地应对突发事件,开展医疗救治工作,是疫情防控的焦点与难点.本文针对公立医院在此次疫情防控中暴露出的短板,结合危机管理“4R”理论,从缩减(Reduction)、预备(Readiness)、反应(Response)、恢复(Recovery)四个方面,探讨提高公立医院应对突发公共卫生事件危机管理能力的对策,以便更有序高效地应对此次新冠肺炎疫情,以及未来可能发生的突发公共卫生事件.

Studying on The Capacity Building of Crisis Management in Public Hospitals under The Outbreak of COVID-19

The outbreak of COVID-19 has become a major public health emergency in China,which has the highest spread speed,the widest range of infection,and the mostly difficult prevention and control since the founding of the People's Republic of China.The improvement of crisis management capabilities in public hospitals,which is the most important frontline,is the focus and difficulty of epidemic prevention and control.Aimed at the public hospitals'shortcomings exposed in the epidemics of COVID-19,and based on the "4R" theory of crisis management,the countermeasures to improve the public hospitals'capabilities of crisis management in public health emergencies were studied from four aspects of reduction,readiness,response and recovery.
