政府举办公立医院的含义、主体、范围与基本形式

公立医院管办分离中办的实质是手段、方式、方法、形式和途径问题,精髓是如何用最适合特定社会发展阶段需要的方法,实现现实目标和长远目标的社会过程。因此,办的问题和办的形式会更加复杂多样。目前,公认的国际惯例是,最优方案是提倡政府直接办医院,其次才是由政府委托人或代理人办医院,普遍不赞成由非政府组织(NGO)、行业协会、企业公司或经济组织兴办医院。
