| 摘 要： | 在山东省、天津市和宁夏回族自治区进行的典型分层抽样研究.研究通过文献综述、现有资料分析及大量的机构座谈和关键人员访谈,将目前财政对痰病预防控制系统的支付归纳为财政预算拨款和专项经费拨款,发现省级机构的财政补助达到支出的80%以上,地市级机构的财政补助占其支出的1/3左右,县级机构的财政补助占支出比重往往低于20%.作者认为,分级财政制度是造成目的状况的原因之一.

| Abstract: | Stratified sampling technique is applied in research in Shandong,Tianjin and Ningxia.By literature review,data analysis,colloquium and interview,financial payment is summarized as finance budget and special expenditure.Over 80 percent of expenditure comes from the financial assistance in the institutions at the provincial level,about one third in the institutions at the municipal level,and less than 20 percent in the institutions at the county level.Graded financial system is thought as the main cause. |
