导入质量成本概念开展医疗质量成本研究

质量成本概念自20世纪50年代提出以来,其理论研究和实践得以不断发展和广泛应用。质量成本提出了质量管理的经济属性,用企业通用货币语言,描述了质量管理活动,通过质量成本的计量,使质量及其成本形成过程更加清晰和定量化,为传统质量管理发展注入了新的活力。国内医疗质量管理的研究着重医疗质量管理的技术手段研究,对质量的经济性很少关注,在一定程度上限制了医疗质量管理的有效性。应积极导入质量成本概念,开展医疗质量成本研究,拓展传统医疗质量管理的研究领域,促进质量管理与成本管理的相互配合发展。本文对制造业企业的质量成本的发展、研究现状、意义进行概述,并对导入医疗质量管理面临的两个前提性问题的解决,对建立医疗质量成本概念和分类提出一些粗浅建议。

To introduce the concept of quality cost, to conduct research on the cost of quality of medical service

Since the 50' s of 20th century when the concept of quality cost was put forward, its theoretical research and practice have been constantly developed and widely adopted. The concept of quality cost raised the economic attribute of quality control, using the common monetary language, it describes the activities of quality control. Through quantity calculation of quality cost, it made the quality and process of forming quality clearer and quantitative, therefore, it adds an active force into implementing traditional quality management activities. In China, the research on the management of medical service quality mainly focuses on technical tools on this research, it pays little attention to the economic nature of quality, as a result, it limits the effectiveness of the management of medical service quality. Therefore, the concept of quality cost should be actively introduced to conduct research on medical quality cost to enlarge research contents of traditional management of medical quality and to promote the mutual developments of quality and cost management. This article outlines the manufacture' s quality cost, current research activities and its significance, it also makes initial suggestions on the solution of 2 preconditions for introducing management of medical quality and on establishing and grouping the concepts of medical quality cost.
