我国农村医疗卫生存在的问题分析及公共财政对策构想

医疗卫生资源的城乡二元分布状况严重影响我国社会主义和谐社会的构建,政府职能"缺位"是导致农村医疗卫生产品供给滞后的根本原因。以政府"缺位"为视角分析我国农村医疗卫生事业领域存在的问题,并就政府"缺位"的原因进行解析,从公共财政角度提出解决我国农村医疗卫生事业领域中政府"缺位"问题的对策构想:加大农村医疗卫生事业的财政支出力度;构建符合我国国情,促进农村医疗卫生事业发展的公共财政保障机制等。

Analysis of the Problems of China''''s Rural Health Care and Countermeasures in View of Public Finance

The dual distribution of health care resources in urban and rural areas has a severe negative impact on building a harmonious socialist society,while the basic reason lies in the absence of government functions which lead to the supply shortage of medical and health products in rural areas.Consequently,this article analyzed the problems in the field of rural medical and health care of our country from the perspective of the "absence" of government,then it pointed out the reasons of the "absence" of government,finally it put forward some suggestions so as to solve the problem of the "absence" of government in China's rural health career field in view of public finance:increase fiscal expenditure for rural health care;build public financial support mechanism for promoting the development of rural health care in line with the national conditions of China and so on.
