针对医院以企业资助出国为主要渠道的现象,提出将企业资助经费纳入医院经费管理整体中、加大上级经费投入力度、鼓励非盈利社会团体资助等多样化资助渠道等措施,贯彻时刻保持预防腐败的意识、鼓励学术交流但控制无实质内容出国考察、结合交流实际进行因势利导的原则,营造一个安全有序的对外学术交流氛围。

Expenditure Management of Overseas Tour in the Military Hospital

In regard to the phenomenon that companies are the main patron of oversea tour on public duty in hospitals,the paper proposes methods as integrating the patronage from companies into the whole expenditure management system,increasing funds from supervising units and encouraging application of funds from non-profit organizations.In order to create a secure and orderly atmosphere of international academic exchanges,the practice need to follow the principles of keep the consciousness to prevent corruption,encouraging academic exchanges while restricting non-academic visits,and managing style of reasonable instructing according to circumstances.
