效率和费用指标管理可缓解"看病难"和"看病贵"

看病难和看病贵已成为目前突出的社会矛盾。从临床科室平均住院日、床位周转次数、择期手术5日内实施率等效率指标和病人人均门诊费用、人均住院费用和药品比例等指标管理入手,有效地提高了工作效率,降低了病人费用,2005年为门诊病人节省医药费827.58万元,为住院病人节省医药费6389.98万元。也带来了质量指标的改善;同时通过工作量的增加来增加员工收入,有效地从医疗机构内部缓解了看病难和看病贵问题,但也发现了存在的问题,并提出了改进建议。

Indexes Management of Hospitals' Work-efficiency and Patients' Expenditure Can Abate "sees a doctor difficultly, to see a doctor expensively"

Objective To reduce their patients' expenditure and increase their treating patients. Methods Controlling doctors' medical indexes (average patient's medical pay, the ratio of drug fee to medical one, ect.) and increasing their employees' work-efficiency (average length of stay, ect.). Results Our hospital had an increment of 265.0 thousands patients of out-patient and 6.2 thousands ones of in-patient, and save 8 275.8 thousands RMB yuan. Conclusion Chinese government hospitals can reduce their patients' expenditure and increase their treating patients with controlling their medical indexes and improving their employees' work-efficiency.
