| 摘 要： | 本文针对当前军队卫生事业费保障中存在的总量不足、核拨时间偏长、标准经费定额核拨方式单一、分配流向不合理、核算方法不统一等五个方面的问题,提出了军队人员医疗费用实行"第三方付费"的改革模式构想,并阐述了模式改革的实施步骤与措施,对"第三方付费"模式实施的可行性进行了系统分析.
