公立医院人力资源管理的柔性战略

摘    要:通过柔性战略视角剖析公立医院人事管理制度到人力资源管理制度思维模式的变革趋势。详尽分析了现阶段公立医院人力资源的特征、管理现状及存在问题,就公立医院的组织变革、人力资源战略规划以及医护人员的薪酬与绩效管理如何应对现阶段体制和变革环境的变化做了深入研究,对公立医院人力资源柔性战略管理做了科学定位,并提出了一系列公立医院实施人力资源柔性战略管理的策略与建议。

Abstract:The thesis,from the angle of soft strategy,analyzes the transition trend of thinking mode from personnel management to human resources management.It discusses the characteristics,current situation and problems in the human resources of public hospitals.The thesis focuses on the organization transformation,human resourcs strategic plan and salary-performance management in order to keep pace with the changes in current system and environment.This thesis defines soft strategy management of public hospitals in a scientific manner and put forward a series of countermeasures and suggestions for implementation.
