护理服务价格扭曲实证研究

目的：测算住院护理人力实际成本,比较成本与定价的差距。资料与方法：采用典型抽样方法,分别选取上海、浙江、湖北和陕西二、三级医院各一家,收集各医院运行的相关数据,按医院实际资源消耗测算每床日护理人力成本。结论：护理人力收费价格明显低于实际成本;只有调整医疗服务价格,才能打破医疗服务依赖药品加成的格局;各医院医护比失衡;部分医院自身运行效率有待提高。

A Study of the Demonstrations of Distorted Prices in Nursing Service

Objective： The study is to look for the evidence for improving China medical service price system and to compare differences between the cost and price of nursing manpower on the evaluation of the real cost of nursing manpower. Method： One secondary and one tertiary hospitals were selected respectively in Shanghai, Zhejiang, Hubei and Shanxi province, and their administrative data were collected to estimate the real nursing manpower cost per bed according to the actual resource consumption. Conclusion： The prices of nursing manpower charged is significantly lower than the real cost of the nursing manpower, it is hard to change the situation that the medical service obtains com- pensation from the high medication charge if the prices of medical service are adjusted, the ratio of physicians to nurses is of imbalance, and there is lower efficiency of medical services in some hospitals. Suggestion： Government investment in public hospitals should be increased continually, the prices of nursing services charged in public hospitals need to be increased, the routine cost monitoring system should be established to adjust the prices of the medical services annually, and the management of public hospitals should be improved to increase the efficiency of medical services.
