摘    要:公立医院作为政府投资设立的非营利组织,它的服务宗旨不是利润最大化,而应当使群众真正享受到医疗改革的成果。落实公矗:医院的公益性质,既要强化政府责任,也要提高医院运营绩效。公立医院薪酬改革的目标是建立岗位绩效工资制度。搭建人力资源管理半台、推进岗位聘任、实施绩效评价将足实施岗位绩效工资的关键。
