The European Union Council Directive 2006/88/EC requires that risk‐based surveillance (RBS) for listed aquatic animal diseases is applied to all aquaculture production businesses. The principle behind this is the efficient use of resources directed towards high‐risk farm categories, animal types and geographic areas. To achieve this requirement, fish and shellfish farms must be ranked according to their risk of disease introduction and spread. We present a method to risk rank shellfish farming areas based on the risk of disease introduction and spread and demonstrate how the approach was applied in 45 shellfish farming areas in England and Wales. Ten parameters were used to inform the risk model, which were grouped into four risk themes based on related pathways for transmission of pathogens: (i) live animal movement, (ii) transmission via water, (iii) short distance mechanical spread (birds) and (iv) long distance mechanical spread (vessels). Weights (informed by expert knowledge) were applied both to individual parameters and to risk themes for introduction and spread to reflect their relative importance. A spreadsheet model was developed to determine quantitative scores for the risk of pathogen introduction and risk of pathogen spread for each shellfish farming area. These scores were used to independently rank areas for risk of introduction and for risk of spread. Thresholds were set to establish risk categories (low, medium and high) for introduction and spread based on risk scores. Risk categories for introduction and spread for each area were combined to provide overall risk categories to inform a risk‐based surveillance programme directed at the area level. Applying the combined risk category designation framework for risk of introduction and spread suggested by European Commission guidance for risk‐based surveillance, 4, 10 and 31 areas were classified as high, medium and low risk, respectively.  相似文献

Smallholder pig production in Uganda is constrained by poor management and high disease burden, with African swine fever (ASF) being one of the most important contributors. However, data to develop appropriate evidence‐based disease mitigating interventions along the pig value chain are lacking. This study aimed at determining risk factors associated with the occurrence of outbreaks of ASF in selected districts. A cross‐sectional survey of 1195 pig‐keeping households in three districts was carried out between April and July 2013. Households were classified into one of three value chain domains (VCDs) based on where the production was located and where most of the products were sold: rural‐rural (R‐R), rural‐urban (R‐U) and urban‐urban (U‐U). Findings revealed that crop farming is the most common primary activity in the R‐R and R‐U VCDs, while pig keeping was the most common primary activity in the U‐U VCDs. Pigs are mostly kept tethered or left to roam in the R‐R and R‐U VCDs, while in the U‐U VCDs, they are mostly confined in corrals. Nearly 20% of the farmers whose farms were hit by an ASF outbreak subsequently sold all their pigs (healthy and sick) to the market in panic. Factors that positively correlated with recent ASF outbreaks were prompt disposal of dead pigs on farms (P < 0.001, OR = 2.3), wild animals present in the village (P < 0.001, OR = 1.7) and farmers sourcing drugs from stockists (P < 0.001, OR = 1.6); while protective factors were the presence of perimeter fences (P = 0.03, OR = 0.5), attendance of farmers at secondary‐school level and above (P < 0.001, OR = 0.6), routine cleaning of the pig pens (P < 0.001, OR = 0.6) and pigs being the only livestock kept by farmer (P = 0.01, OR = 0.7). Given the current situation, there is a need to raise awareness among farmers and other value chain actors of biosecurity measures and create incentives for farmers to report ASF cases.  相似文献

Infection with bovine viral diarrhoea virus (BVDV) is associated with a loss in productivity in cattle farms. Determining which factors influence monetary losses due to BVDV could facilitate the implementation of mitigation measures to reduce the burden of BVDV. Mixed‐effect meta‐analysis models were performed to estimate the extent to which the costs of mean annual BVDV production losses per animal may be influenced by epidemiological factors such as BVDV introduction risk, initial prevalence, viral circulation intensity and circulation duration (trial 1). Additionally, changes in mean annual BVDV production losses per animal due to specific mitigation measures (i.e., biosecurity, vaccination, testing and culling, cattle introduction or contact with neighbouring cattle herds) were analysed (trial 2). In total, 19 studies were included in the meta‐analysis to assess mean annual BVDV production losses. The mean annual direct losses were determined to be €42.14 per animal (trial 1). The multivariate meta‐regression showed that four of the previously mentioned epidemiological factors significantly influenced the mean annual BVDV production losses per animal. Indeed, the per animal costs increased to €67.19 when these four factors (trial 1) were considered as “high or moderate” compared to “low”. The meta‐regression analysis revealed that implementation of vaccination and biosecurity measures were associated with an 8%–12% and 28%–29% decrease in BVDV production losses on average, respectively, when simulated herds were compared with or without such mitigation measures (trial 2). This reduction of mean annual BVDV production losses per animal due to mitigation measures was partially counteracted when farmers brought new cattle on to farm or allowed contact with neighbouring cattle herds. The influencing mitigation factors presented here could help to guide farmers in their decision to implement mitigation strategies for the control of BVDV at farm level.  相似文献

Prions and certain endoparasites, bacteria, and viruses are internationally recognized as types of disease-causing biological agents that can be transmitted from contaminated feed to animals. Historically, foodborne biological hazards such as prions (transmissible spongiform encephalopathy), endoparasites (Trichinella spiralis, Toxoplasma gondii), and pathogenic bacteria (Salmonella spp., Listeria monocytogenes, Escherichia coli O157, Clostridium spp., and Campylobacter spp.) were major food safety concerns from feeding uncooked or improperly heated animal-derived food waste and by-products. However, implementation of validated thermal processing conditions along with verifiable quality control procedures has been effective in enabling safe use of these feed materials in animal diets. More recently, the occurrence of global Porcine Epidemic Diarrhea Virus and African Swine Fever Virus epidemics, dependence on international feed ingredient supply chains, and the discovery that these viruses can survive in some feed ingredient matrices under environmental conditions of trans-oceanic shipments has created an urgent need to develop and implement rigorous biosecurity protocols that prevent and control animal viruses in feed ingredients. Implementation of verifiable risk-based preventive controls, traceability systems from origin to destination, and effective mitigation procedures is essential to minimize these food security, safety, and sustainability threats. Creating a new biosafety and biosecurity framework will enable convergence of the diverging One Health components involving low environmental impact and functional feed ingredients that are perceived as having elevated biosafety risks when used in animal feeds.  相似文献

African swine fever (ASF) is a devastating disease in domestic and wild pigs. Since the first outbreak of ASF in August 2018 in China, the disease has spread throughout the country with an unprecedented speed, causing heavy losses to the pig and related industries. As a result, strategies for managing the disease are urgently needed. This paper summarizes the important aspects of three key elements about African swine fever virus (ASFV) transmission, including the sources of infection, transmission routes, and susceptible animals. It overviews the relevant prevention and control strategies, focusing on the research progress of ASFV vaccines, anti-ASFV drugs, ASFV-resistant pigs, efficient disinfection, and pig farm biosecurity. We then reviewed the key technical points concerning pig farm repopulation, which is critical to the pork industry. We hope to not only provide a theoretical basis but also practical strategies for effective dealing with the ASF epidemic and restoration of pig production.  相似文献
