OBJECTIVES: To investigate the use of planning models and social marketing planning principles within a state's central public health agency as a means for informing improved planning practices. METHODS: Qualitative semi-structured interviews were conducted with 30 key programme planners in selected division branches, and a quantitative survey was distributed to 63 individuals responsible for programme planning in 12 programme-related branches. RESULTS: Employees who have an appreciation of and support for structured programme planning and social marketing may be considered the 'low hanging fruit' or 'early adopters'. On the other hand, employees that do not support or understand either of the two concepts have other barriers to using social marketing when planning programmes. A framework describing the observed factors involved in programme planning on an individual, interpersonal and organizational level is presented. CONCLUSIONS: Understanding the individual and structural barriers and facilitators of structured programme planning and social marketing is critical to increase the planning capacity within public health agencies. 相似文献

This article describes the introduction of quality improvement actions in a public health organization. After ISO 17025 accreditation, which was legally mandated, was granted to the official control laboratory, the management decided to expand a quality policy in 2003, through a series of actions based on process analysis and proposals for improvement, further definition of standard operating procedures, exploration of users' opinions, the creation of improvement groups, and external audits or certification. The organizational response to these initiatives was diverse. External audit or certification of services seems to be the most powerful tool for change. Costing studies showed that up to 75% of the total expenditure of the agency in 2010 was spent on public health services subject to external audit or certification. 相似文献

This commentary addresses some of the key legal challenges associated with establishing a national public health agency in Canada. These include issues related to privacy and confidentiality of personal health information in the public health context, constraints on the jurisdiction and powers of a national agency, the need to respect individual rights and freedoms in an outbreak situation, and international cooperation in infectious disease control. The authors are part of a research initiative, comprised of experts in law, public health policy and medicine, that is currently analyzing legal considerations that may influence the mandate of a national public health agency in regard to infectious disease activities. This article discusses critical issues raised at a meeting in August 2004 that brought the research team together with key federal and provincial policy-makers and members of the public health community. The commentary emphasizes that law sets the foundation for public health activities, and the promise of a national public health agency will only be realized if significant legal issues are examined early on to ensure the agency is built on a robust legal and policy framework. 相似文献

The most serious hazard to the physical and mental health of the majority rural poor black population in South Africa is caused by the ruling wealthy white minority's policy of apartheid. Forced removals and dumping of millions of people into small, disconnected, barren, poor reserve areas, bereft of adequate medical, psychiatric and public health services (the 'final solution' of the 'native problem') causes widespread malnutrition, infectious and other diseases, and high mortality and mental-illness rates. Blacks and progressive whites are banned, terrorized, detained without trial, tortured, and murdered by the state; the Africans are not only disfranchised but are now also being denationalized and deprived of their ancient birthright to this richly-endowed part of Africa. Acceptance of this modern version of Naziism by the World Psychiatric Association and the World Medical Association, in the face of adequate information provided by the United Nations, its agency the World Health Organization, the American Psychiatric Association, and numerous other agencies and reports, needs urgent examination and decisive action. 相似文献
