Needle exchange

A report by Dr. Don C. Des Jarlais finds that Hawaii's 8-year-old needle-exchange program is reaching more people than ever. The leading researcher's report says that HIV infection rates among drug users in Hawaii are low compared to mainland rates. Last year, clients made a record-breaking 9,500 visits for needles, while 174,509 syringes were exchanged. The program, operated by the Community Health Outreach Work, is seen as a model for prevention programs. It is funded by the State and administered by the Research Corporation of the University of Hawaii.     

Needle exchange

The New Jersey Advisory Council on AIDS recommended that the state drop legal barriers to needle-exchange programs and allow the sale of over-the-counter syringes at pharmacies. David Troast, chair of Governor Christine Todd Whitman's Advisory Council, was initially opposed to legalized needle exchange programs. However, after reviewing data from Connecticut and visiting a New York City program, he reversed his opinion. Governor Whitman is adamantly opposed to needle-exchange programs.

Members of the Governor's AIDS Council in Colorado are asking for support from doctors, police officers, and others to pass a law giving counties the power to implement needle-exchange programs. The Council opposes the State's drug paraphernalia law. Currently, only the Boulder County Health Department operates a police-sanctioned needle-exchange program.     

Needle ban vetoed

An appropriations bill with seven provisions, one of which barred the District of Columbia from spending money on needle-exchange programs, was vetoed by President Clinton. He called it objectionable and disruptive to the District's preventions efforts. The bill previously passed the House by a slim margin. Republicans objected to a contentious provision of the bill dealing with medicinal marijuana.

阀式穿刺针

胸腔穿刺术是诊断、治疗各类气胸、胸腔积液的常规诊治方法,目前,该手术大多采用普通穿刺针后接一软管,或用带三通活栓的穿刺针,但上述手术存在着操作过程复杂,容易造成气、液体反流患者胸腔导致感染、加重病情,影响诊断分析及治疗结果.自2003年元月至2004年3月,我科研制的一种阀式穿刺针(并已申报国家发明专利,专利申请号为200420017851.9)应用于临床诊治各类气胸及胸腔积液56例,取得了良好的效果,现报告如下.
