美国空军卫勤保障对我军卫勤建设发展的启示

美空军卫勤组织指挥特点体现在集中与分散相结合、指挥关系明确、平时的行政管理和战时指挥转换灵活及卫勤部门和机构职责清晰。其卫勤保障具有伤亡救护系统完善、通信信息系统可靠精确、卫勤保障系统模块化的特点。本文通过对美国空军卫勤的力量构成、任务职能、卫勤组织指挥特点和卫勤保障特点进行分析,提出我军卫勤组织指挥应确立整体和协同思想、科学决策和信息利用思想,卫勤保障确立需求牵引、主动适应和权益应变的思想,树立以增进和维护军人健康为中心的军事医学观,调整卫勤指挥体制,完备卫勤力量体系,推进卫勤信息化建设,以期为我军卫勤建设发展提供借鉴和参考。

Health service support in the US air force and its implication on China's armed forces

The U.S.air force medical service(AFMS) are organized based on the principle of "centralized control and decentralized execution" to exploit asset flexibility and versatility.Clear and effective command relationships,different chains of command in peacetime and wartime are central to effective operations.Sound casualty care and managements,effective communications systems and deployable modular medical support units are vital to successful AFMS operations.This article describes the total force,the mission,command and control(C2) relationships,and the characteristics of the military health service support in the U.S.AFMS.Meanwhile,some suggestions are put forward for our medical service construction and development based on the requirement and active adaptation,such as fostering the thought of scientific decision-making,overall and collaborative,and information resources utilization,promoting and protecting force health,adjusting the command and control relationship,completing medical services system,and accelerating medical information construction.
