目的：论证保障药品可及性是提高公民健康公平的重要保证.方法：在健康公平的视角下,探讨了提高药品可及性对于保障公民健康权的重要意义,并对我国药品可及性进行了分析.结果与结论：无论在药品供给还是需求上,我国药品可及性的保障存在重重障碍.为了保障公民的健康权,政府有责任采取有效手段来提高药品可及性,如建立基本药物制度.

The Theory of Drug Access Based on the Issue of the Right to Health in China

Objective： To prove that the protection of access to drug is an important guarantee of citizen＇s right to health. Methods： Firstly, the author talk about that elevation of drug access is very important for the protection of citizen＇s right to health from the right to health. Besides, the author analyzed the solution of drug access in China. Result and Conclusion： Both in supply and demand of drug, there are lots of obstacles in our country. In order to protect the citizen＇s right to health, the government has the responsibility to take some effective measures to improve drug access, for example, the establishment of essential drugs system.
