对重庆药品交易所基本药物交易制度的思考

目的:为完善我国基本药物交易制度提供参考。方法:介绍重庆药品交易所基本药物交易制度,分析其创新之处和优缺点。结果与结论:重庆药品交易所基本药物交易采用网上统一采购、统一配送、统一结算、统一监管,创新性的建立了基本药物品规库,改革了采购主体,并采取了"医保"基金预付和交易周转金财政贴息等保障措施,有力的规范了基本药物购销行为,发挥了基本药物电子监管优势,最大限度的降低了采购成本,促进基本药物生产和供应集约化,保障群众用药安全有效、品质良好、价格合理、方便可及。

Thinking on Trading System of Essential Drugs on the Chongqing Drugs Exchange

OBJECTIVE： To provide reference for the improvement of essential drug trading system in China. METHODS： The trading system of essential drugs in Chongqing Drugs Exchange was introduced, and the innovations and advantages and disadvan- tages were all analyzed. RESULTS ＆ CONCLUSIONS： The trading of essential drugs in Chongqing Drugs Exchange was online unified procurement, unified distribution, unified billing and unified supervision. It established essential drug specification library- creatively, reformed the main body of procurement, and took a ＂health insurance＂ fund prepaid and operated fund interest subsi- dies and other support measures, effectively regulated the buying and selling behavior of essential drugs, played the advantage of the electronic monitoring of essential drugs, reduced procurement costs and promotes intensive essential drug production and sup- plied to promote safe and effective drug use of the public, good quality, reasonable price, readily accessibility.
