| 摘 要： | 目的:提出运用修订《药品管理法》等立法手段完善国家基本药物制度的构想。方法:对基本药物制度立法的需求及可行性进行分析。结果与结论:通过立法途径完善国家基本药物制度是保障人民用药权益的需要,是贯彻落实国家卫生政策的内在要求,也是药品管理法立法宗旨的根本体现。以现行基本药物政策为基础,借鉴国外先进经验,可以提高基本药物立法的可行性。应以《药品管理法》的修订为着手点,明确基本药物制度在我国的法律地位及管理范畴,保障基本药物制度顺利推行。
