疫情期间谣言传播过程及其治理策略

探讨了谣言传播各要素之间的结构关系和运行方式，比较了各种参数对谣言传播的具体影响程度，为谣言治理提供科学依据。通过构建改良SEIR模型，模拟仿真新型冠状病毒肺炎疫情期间谣言传播过程并绘制变化曲线图，对影响谣言传播的参数进行实证分析。调整影响谣言传播过程的参数后，与基准情形进行比较，发现均有较为显著的差异，模型所仿真的结果与实证数据吻合较好。通过有效合理的干预后，谣言传播可以得到有效控制，因此有关部门应完善舆情研判预警机制，提高分析能力，完善依法适度的惩治教育机制，及时辟谣并构建信息发布的良好自我约束机制。

Rumor spreading process and rumor control strategies during an epidemic

The structural relationship and operation ways between different rumor spreading elements were studied and the effects of rumor spreading on different rumor spreading parameters were compared in order to provide the scientific basis for rumor control. The parameters affecting rumor spreading were empirically analyzed by establishing the modified SEIR model, simulating the rumor spreading process and plotting the changing curve figure during the COVID-19 infection pneumonia epidemic period, which showed that the simulation results were in good agreement with the empirical data. The rumor spreading could be effectively controlled by effective and rational intervention , relevant departments should therefore improve their early warning mechanism of public opinion, appropriate punishment and education mechanism, increase their analysis ability, refute rumors timely, and establish the good self-control mechanism of information release.
