粤港澳大湾区卫生支出效率及其影响因素实证分析

目的：通过测算粤港澳大湾区卫生支出效率，评价其卫生支出综合绩效，并从经济、人口、政策、教育4个维度考察其对政府卫生支出效率的影响。方法：基于2010-2017年大湾区各地区面板数据，采用DEA-Tobit两步法对大湾区卫生支出效率及其影响因素进行实证检验。结果：2010-2017年间大湾区大部分地区卫生支出效率未达到DEA有效，人均GDP、城镇化水平与人口密度是卫生支出效率的重要影响因素。结论：粤港澳大湾区应进一步优化支出结构，培养创新人才，加强政府监督，促进大湾区医卫人员与患者间的沟通，真正打造粤港澳大湾区卫生共同体。

Health expenditure efficiency in Guangdong-Hong Kong-Marco Greater Bay Area and its influence factors

Objective To assess the overall health expenditure efficiency in Guangdong-Hong Kong-Marco Greater Bay Area by estimating its health expenditure efficiency and to investigate the health expenditure efficiency of their governments. Methods The health expenditure efficiency in Guangdong- Hong Kong-Marco Greater Bay Area and its influence factors were analyzed by data envelopment analysis (DEA) and Tohit analysis respectively based on the panel data in different regions of Guangdong-Hong Kong-Marco Greater Bay Area in 2010-2017. Results DEA analysis showed that the health expenditure efficiency in most regions of Guangdong-Hong Kong-Marco Greater Bay Area did not reach its expected value, and per capita GDP, urbanization level, population density were the influence factors of health expenditure efficiency. Conclusion Guangdong-Hong Kong-Marco Greater Bay Area should be constructed into a real health community by optimizing its health expenditure structure, training its innovative professionals, strengthening its government supervision and promoting the communications of medical and health professionals with patients.
