上海闸北区实施高血压患者中医健康管理的SWOT分析

中医健康管理是我国基本公共卫生服务的重要组成部分。上海市闸北区作为全国高血压患者中医健康管理试点地区协作组组长单位，积极探索在高血压患病人群中实施中医健康管理的有效途径，并结合该区实际运用SWOT分析法深入探讨该区开展高血压患者中医健康管理服务的优势、劣势以及所面临机遇和挑战，指出闸北区具有健全的公共卫生服务网络、扎实的社区中医服务基础、完善的卫生信息系统平台等优势，但也存在中医医师数相对不足、效果评价体系未建立、居民主动接受度不高等劣势。为确保各地切实有效地落实中医健康管理工作，国家颁布了一系列政策文件，并大力支持中医人才队伍建设，闸北区牢牢把握家庭医生制的有利契机，充分发挥中医的独特优势，进一步推进高血压患者中医健康管理工作。同时，为应对实践过程中缺乏配套措施及文件、尚未与医保制度衔接、缺乏实践经验指导等挑战，本研究依据SO、WO、ST、WT原则为我国制定高血压患者中医健康管理发展策略提供对策及建议，以期提高社区高血压中医健康管理服务效率，扩大服务覆盖面，完善健康管理方案，促进中医健康管理事业可持续发展。

The SWOT analysis of traditional chinese medicine health management of hypertensive patients in Zhabei district,Shanghai

Traditional Chinese medicine （TCM） health management was an important part of basic public health service in China. As the leader unit of the national TCM health management pilot areas for patients with hypertension,Zhabei district actively explored the effective way to carry out TCM health management in hypertensive patients. Combined with the fact, this paper intensively studied the strengths ,weaknesses, opportunities and challenges in the practice of TCM health man- agement services of hypertensive patients through the method of SWOT analysis. With sound public health service net- work, solid foundation of TCM services, perfect health information platform and other advantages, Zhabei district also had insufficient number of TCM doctors,the lack of effect evaluation system, the low active acceptance of residents and other disadvantage. In order to ensure that the regional communities carry out the work of TCM health management, the govern- ment promulgated a series of policy documents and strongly supports the construction of TCM team. Zhabei firmly grasped the opportunity for the responsibility system of family doctor and make the most of the unique advantages of TCM, so as to further promote TCM health management services. Based on the principles of SO, WO, ST and WT, this study provided some countermeasures and suggestions for the developing strategy about TCM health management of hypertension in our country to reply to the challenges, such as the shortage of relative measures and files, out of the scope of medical insur- ance,lack of the guidance of practical experience, etc. All these suggestions aimed to improve the service efficiency of TCM health management in hypertensive patients, expand service coverage and perfect the projects of health management, and promote the sustainable development of TCM health management.
