聊城市疾病预防控制体系建设的现状分析及对策

为全面掌握聊城市疾病预防控制体系建设情况,分析疾病预防控制体系存在的问题,研究加快疾病预防控制体系建设与发展的政策措施,笔者选择了东昌府区、莘县、阳谷、高唐4个县级疾控机构和郑家、姜店等8个乡镇医院防保站,对全市疾病预防控制机构的经费、人员、仪器设备等进行了专项调研。调查结果发现存在以下问题,①疾病预防控制形势非常严峻,危害人群健康因素不断增多,疾病控制面临巨大挑战;②疾病预防控制机构仪器设备陈旧落后,疾控队伍结构不合理,业务素质有待提高;财政投入不足,经费缺口较大。③改善和加强疾病预防控制体系建设的任务非常紧迫。因此,今后应逐步建立以政府投入为主的疾病预防控制体系建设长效机制;认真落实＂四保一补助＂政策,强化农村基层防保职能;加强管理,改善疾控队伍结构;探索建立市级统筹的疾病预防控制体系,提高突发公共卫生事件应急处置能力。

Status analysis and countermeasures about system construction of Liaocheng City disease control and prevention

To complete control of Liaocheng City construction of a system for disease control and prevention,analysis of the existing problems,and control system to accelerate the construction and development of policies and measures.We choose four county-level disease control and prevention.Including Dongchangfu District,shenxian Country,Yanggu Country,Gaotang Country and eight preventive health institutions township hospitals townships in Liaocheng City,construction of a system for disease control and prevention conducted a special investigation.After investigation we found the following problems.First,the disease prevention and control situation is very grim,health hazard factors have increased the crowd,disease control faced with enormous challenges.Second,the equipment in disease control and prevention is outdated,disease control team structure is irrational,professional quality needs to be raised,and there is a serious shortage of financial investment and funds.Third,improving and strengthening the construction of a system of disease prevention and control task is very urgent.Therefore,we should gradually establish a government investment as the mainstay of the construction of a system of disease control and prevention and long-term mechanism.We should conscientiously implement ＂a four-subsidy＂ policy,strengthening the rural grassroots preventive functions.More need to strengthen management,in order to improve the structure.We should explore the establishment of the municipal manpower disease prevention and control system,Improving public health emergencies and the ability to deal with the emergency.
