2011年汾阳市农民对新型农村合作医疗认知度调查

目的:通过调查农民对新型农村合作医疗(新农合)的认知情况和满意度,为新农合的改进提供依据。方法:2011年10月抽取汾阳市的3个乡镇、6个村、120户农村常住居民进行入户调查。结果:374份有效调查问卷中,98.7%知晓新农合,78.3%知晓新农合有哪些定点医院,45.0%知晓新农合报销最低限和最高限,36.7%知晓新农合报销比例,30.2%知晓新农合报销程序;97.9%的农民对政府推行新农合政策感到满意,74.1%的人对现在新农合的运行情况满意,影响满意度的因素主要有报销程序繁琐、补偿比例不高、对新农合不甚了解、家庭年收入低;对于参合的好处,认为可以报销一部分医药费的占67.9%;在调查人群中,有68人有过住院治疗、报销经历,其中认为报销制度方便的占22.1%,比较方便的占44.1%,不方便的占33.8%;认为目前药价高的占75.0%、一般的占19.1%、便宜的占5.9%;认为报销比例比较合理的占42.6%,不太合理、没有实际意义的占47.0%,限制因素太多、不能接受的占10.4%。对医院医务人员的态度满意的占29.4%,一般的占50.0%,不满意的占20.6%。结论:新农合实施以来,在一定程度上解决了农民看病难、看病贵的问题,农民满意度较之前有很大提高,建议简化报销程序、提高保障水平、规范医疗服务监管。

The Investigation of Peasants' Cognition of the New Rural Cooperative Medical Systemin Fenyang

Objective: To investigate the cognition and satisfaction degree concerning new rural cooperative medical care among peasants so as to provide the basis for the improvement of new rural cooperative medical care.Methods: Investigation was conducted among 120 families from 6 villages of 3 towns in Fenyang in 2011.Results: Of the 374 peasants Investigated,98.7 % of the peasants understood it generally,97.8% of them were satisfied with the policy and 74.1 % were satisfied with the movement.The most important factors were reimbursement program,compensation proportion and annual household income.Of the 68 peasants going to see the doctor after the participation of the system,22.1 % of the peasants thought that financial affairs reimbursement was convenient,44.1 % of them thought that the reimbursement was general.75.0 % of them thought the drug price was high.42.6 % of them thought the reimbursement was fair and reasonable.66.67 % of them were satisfactory with the service attitude and quality.Conclusion: Since the implementation of new rural cooperative medical care,it partly solved the problem of inconvenient medical care and expensive medical care.The cognition and satisfaction degree among peasants was raised.It was suggested that the reimbursement procedures should be simplified,security degree improved and medical service supervision specified.
