公立医院过度医疗治理的现状及其优化对策

过度医疗作为医疗实践中的不良现象，是引发医疗纠纷和“看病贵”的重要原因。各级部门为遏制过度医疗采取了诸多措施，但治理效果不理想。究其原因，在于治理缺乏针对性，措施不得力。因而提出在信息对称视角下，建立公立医院信息披露制度，落实新医改方案，健全和完善公立医院补偿机制，加强对医务人员的医德医风教育，建立健全公立医院监管体系，强化监管职能等公立医院优化过度医疗治理的对策。

Status quo and countermeasures on over treatment regulation in public hospital

Over treatment, as a bad performance in medical service practice, is the important factor which causes medical dispute anti unaffordable of getting medical service. Many measures has been carried out to regulate over treatment but has not got good effectiveness. And ambiguous target and lack of implementation is the main reasons. In view of information symmetry, suggestions on regulating over treatment including establishing information disclosure, implementing heahhcare reform, improving hospital compensation mechanism, strengthening ethic education, creating hospital regulation system and strengthening regulation function are presented.
