The two lines management of community health service is positive explore to stick to commonweal character,embody government duties and carry out the 17th communist party conference's spirit.Different management models have been explored in different cities according their situation.The two lines management reduces the drug and medical expenditure and improves residents' satisfaction;however it also has some problems such as influencing doctor's positively,and increasing economic burden,deficiency of matching measures and conflicting with prepay idea of medical insurance for the government.These problems can be resolved by providing finance support,perfecting management and assessment index system and cost counting of community health service.
