实现基本医疗服务和基本公共卫生服务均衡发展的社康中心绩效管理模式探索

目的 在政府对社区卫生服务资金投入不足的情况下,探索建立一套能进一步推进基本公共卫生服务和基本医疗服务均衡发展的绩效考核办法,为类似特点的社区卫生服务中心的绩效考核提供借鉴.方法 根据国家基本公共卫生服务规范要求,通过查阅文献、专家咨询并结合现场实际情况,按照全面性、重要性、可获得性原则,建立一套新的绩效考核与分配办法,并对实施前后的卫生服务情况进行分析.结果 2010年1-10月(实施后),重点人群管理人数同比2009年(实施前)大幅增加;基本公共卫生服务人次同比2009年增长59.21%,基本医疗服务人次同比增长22.51%,卫生总服务人次同比增长31.01%.结论 新绩效考核与分配办法的实施有效推动了基本公共卫生服务和基本医疗服务的均衡发展.
