社区卫生服务机构规范化建设综合评价研究

目的建立一套社区卫生服务机构建设综合评价指标体系,综合评估社区卫生服务机构规范化建设情况。方法采用文献法,专题小组讨论法及特尔菲法建立社区卫生服务机构建设评价指标体系。用层次分析法等多种方法确定指标权重。用所建立的评价体系及标准对15家社区卫生服务机构进行了测评,对测评数据运用功效系数法等多种方法进行了综合评价。结果建立了包括3个一级指标,12个二级指标及29个三级指标的社区卫生服务机构建设评价指标体系。社区卫生服务机构在服务功能、服务网络及管理制度等3方面建设较好。运用功效系数法、秩和比法、TOPSIS法及灰色关联分析法得到了近似的综合评价结果。结论该评价指标体系可作为综合评估社区卫生服务机构规范化建设的评估工具,并根据不同情况选择合适的综合评价方法。

Comprehensive Assessment on Standardized Organization Construction of Community Health Services

Objective To establish an comprehensive appraisal index system of organization construction of community health services so as to assess the situation of standardized organization construction of community health services.Methods The literature reviewing,focus group discussion and Delphi method were taken to establish a comprehensive appraisal index system of organization construction of community health services.The index weight was set with analytical hierarchy process(AHP)method.With this index system and criterion,the assessment on 15 community health service institutes was good,and the gained data were evaluated with several methods such as the efficient coefficient method.Results The appraisal index system of organization construction of community health services including 3 primary indicators,12 secondary indicators and 29 tertiary indicators was established.The construction degrees in service function,service network and management system of comprehensive appraisal index system of community health services were different.The comprehensive appraisal results were similar by the efficient coefficient method,rank-sum ratio,TOPSIS and gray relative analysis method.Conclusion The index system could be used as an instrument to evaluate the standardized organization construction of community health services,and a suitable comprehensive appraisal method should be chosen according to different conditions.
