摘    要:通过对郧阳医学院医保专业2000-2008年九届毕业生签约并到岗情况的追踪调查资料的分析研究,发现医保专业毕业生灵活就业呈逐年上升趋势。导致其上升的主要因素有:政府对医疗保险的专业化管理重视不够、专业人才对口就业的制度安排缺位以及学校专业宣传不力和大学生自身价值观偏离等。政府对社会医疗保障管理人才实行资格认证和"带编招聘"等干预措施,商业医疗保险调整人才策略和学校有效的专业宣传,是促进医保专业毕业生学有所用的基本保证。

Abstract:This paper analyzes the survey data about the signing and reporting-to-duty rate of medical insurance graduates of Yun- yang Medical College from year 2000 to 2008. It was found that the flexible employment trend of medical insurance graduates has been increasing year by year. The major factors that led to flexible employment increase are as follows : the government ' s insuffi- cient attention to professional management of medical insurance, absence of corresponding institutional arrangements for employ- ment, universities' ineffective publicity of the specialty, and university students' value deviation. The government should imple- ment accreditation on social medical security management and take such intervening policies as "zone for recruitment" ; commercial medical insurance should adjust talent strategy; and universities also should make effective publicity of the specialty, all of which will be the basic guarantee of promoting medical insurance graduates to do what they have learned.
