安徽省肥西县新型农村合作医疗运行情况分析

目的通过对肥西县新农合运行情况进行分析,探讨提高新农合运行质量的对策。方法对该县2003~2010年新农合统计信息报表,运用Excel进行统计分析,分析新农合运行情况、参合农民受益情况。结果该县新农合参合率、住院受益率、住院实际补偿比总体上呈上升趋势,但还存在筹资机制不健全、补偿水平偏低、住院患者流向不合理问题,建议建立稳定长效的筹资机制、完善新农合补偿政策、提高基层医疗机构服务能力。结论肥西县新农合制度运行良好,补偿政策在实施过程中逐步得到完善。

The research on implementation of New Rural Coopweative Medical Scheme in Feixi county of Anhui

Objective Through analysing the operation of New Rural Cooperative Medical Scheme(NCMS) in Feixi,Anhui to explore the ways of improving the operation quality of NCMS.Methods Excel was used to do the statistical analysis for 2003-2010 NCMS statistical information report in Feixi,and the operation of NCMS and benefits of farmers who participated the NCMS were analysed.Results The participation rate of NCMS,the rate of hospitalization benefit and the proportion of actual hospitalization reimbursement were generally rising,but there were still some problems such as imperfect funding mechanism,low levels of compensation,and unreasonable flow of inpatients.So it was proposable to establish a stable and long-term funding mechanisms to improve the compensation policy of NCMS,and to improve the service capacity of primary health care sector.Conclusion In Feixi county,the NCMS is running well,and the compensation policy is gradually improved in the implementation process.
