| 摘 要： | 2008年5月12日的四川汶川大地震,使医疗机构深刻认识到,要应对突发的公共卫生事件,各级医院必须制定出一套实用完备的应急预案,建立健全各级应急体系,才能确保及时、高效地应对各种突发事件,保障群众的生命安全,维护国家和社会的安定。本文就突发事件的定义、建立医院应急预案和应急体系的重要意义以及建立有效的突发公共卫生事件应对措施等进行探讨,供同行借鉴。 |

| Abstract: | The hospitals at different levels must constitute the contingent plan and build the emergent system for eventuality to ensure the safe of people and the public stability.The present study discussed the definition of eventuality and the significance of the contingent plan and the emergent system of hospital to effectively treat the eventuality of public health. |
